Adoption and Foster Care Programs

Our adoption and foster care services range from orientation, training. and support of current and prospective adoptive and foster parents to maintaining state, regional, and national photolisting websites, which feature children waiting for permanent homes.

We manage the national adoption photolisting website, which serves waiting children from across the United States. Funded by the US Children's Bureau, this service is used by prospective adoptive families to find a match among the thousands of registered children. The website is popular, with tens of thousands of unique visitors each month, with millions of monthly page views.

Alaska Center for Resource Families


In 1988, NWRA established the Alaska Foster Parent Training Center (since renamed the Alaska Center for Resource Families). This statewide resource offers training, support, and access to a resource collection of audio, video, and printed materials for Alaska's resource families (foster and adoptive parents). Online training also is available.

In-Depth Profiles

In-Depth Profiles combine youth engagement and creative digital storytelling to empower youth in foster care. We start by asking youth: What do you want to share with prospective adoptive families? And how do you want to share it? Then we get to work supporting the youth to become the leading voice in finding their adoptive family. We post the resulting In-Depth Profiles on the Northwest Adoption Exchange website (

Northwest Adoption Exchange


The Northwest Adoption Exchange program has been providing adoption services since 1976. We facilitate adoptive placements in Alaska, Oregon, and Washington, as well as nationally. Each year we connect thousands of families from all over the United States with workers for waiting children. We also maintain a comprehensive media network and coordinate Saturday's Child newspaper articles and various Wednesday's Child TV programs throughout the region.

For Washington State families and workers, we offer a password-protected area of the Northwest Adoption Exchange website, where licensed families in Washington can access caseworkers' contact information to inquire on specific children and youth directly. Families can also submit information for a profile that can be accessed by caseworkers who are looking for families.

Oregon Adoption Resource Exchange


The Oregon Adoption Resource Exchange (OARE) features photo and profile galleries of waiting foster children in the State of Oregon. A password protected website, OARE is a collaborative partnership between Northwest Adoption Exchange and the State of Oregon's Department of Human Services (DHS).

Oregon Post Adoption Resource Center


The Oregon Post Adoption Resource Center (ORPARC) provides ongoing support, education, information, assistance, and referral services to postadoptive families and assisted guardianship families statewide. ORPARC was founded in April 1999 through a contract with the State of Oregon's Department of Human Services (DHS).

Washington Foster Parent Information Center

Our call center is staffed by foster care and adoption professionals. We offer both general and specific information about foster care and adoption, home study and licensing requirements, and the processes involved in becoming foster or adoptive parents in Washington State. We also host and maintain a statewide recruitment database. The web-accessed database is used by local recruitment specialists to record information about the families they work with and to track their progress in the licensing process.
